Santa Barbara Police are investigating a report of a man with a rifle on the 800 block of East De La Guerra Street.
A witness says they saw someone with a gun and possibly heard a gunshot.
Police officers are searching the area, but say the situation is stable and that people can resume normal activities.
Santa Barbara High School and Santa Barbara Junior High are not on lockdown as previously reported.
