Coughing can be a frustrating symptom, but it can also be a sign of very serious disease. Kennel cough is a contagious disease that is usually found in young animals who seem otherwise healthy (good appetite and lots of energy).
When I hear "congestion" associated with coughing in dogs, I think about heart disease first. Pneumonia would be another problem to consider. These require chest x-rays for diagnosis.
Many dogs cough due to a weak trachea (windpipe). These are usual small breed dogs and the problem is usually not severe, but surgery is available if necessary.
If your dog is still coughing, I would recommend a very thorough evaluation that might include some lab tests and chest x-rays.
