Why Do Most Houses on the Central Coast Not Have Basements?

Our Good Question tonight comes from Paso Robles and it's about basements on the central coast. Jim Herman wants to know: Generally speaking, why do houses in this area of California not have basements? Good Question.
Historically, basements started out as a safety necessity in places around the country that got life-threatening storms and tornados. They were actually called storm cellars. Basements were also dug to provide an easier to place to heat during frigid winters.
The weather in our area didn't present those kinds of hazards so basements weren't built, which also saved money.
More recently, federal codes have regulated basements because of earthquakes and outlawed them in flood zones.
